A fire-dominant plane is filled with flames, lava, and superheated toxic gases. Characters on a fire-dominant plane suffer 1d6 killing damage (fire vs. ED) every segment.

It's a good thing I've gotten the VARIA SUIT then!

Varia Suit: Armor (0PD/10ED) (15 active points); Only Works Against Environmental Heat Effects, Very Limited Type of Attack (-1), OIF Bulky (Battle Suit; -1). Real Cost: 5 points.

Damn! Although I've since decided to up the damage to 3d6, since 6 resistant defence is really easy to come by (like, a suit of plate mail would protect someone from the Plane of Fire).

Or you could just slap on "No Normal Defense" onto it with the condition that only a system of ventilation or complete seal form enviorment blocks the effect. In this case a bubble of Force could protect people, or speically designed suits like said Varia Suit.

Well, creatures resistant to fire should be able to resist the plane's effects. So things like fire elementals and baatezu should be unbothered by the heat.

However, to accommodate things like the Varia Suit, I was thinking about expanding Life Support to allow for things like "safe on Plane X".

That could work. You could pull some of the trick I do, and give creatures a distinctive feature that makes them immune in some cases to certain effect, but harms them more later.

Example: David O'Conner Pistols

Pistol: Killing attack - Ranged 1d6, Autofire (3 shots: +1/4), Line of Sight (+1/2), Reduced Endurance (0 End; +1), Penetrating X 2; +1 1/2) (74 Active Points); OAF (-1), Beam (-1/4), -1 Deceased Stun Mulitplier (-1/4), No Knockback (-1/4). Real cost 23 Points

Supernatural Bane: Energy Blast 6d6 (30 active points); Linked (Pistols; -1/2), Conditional Power, Doe snot work against creatures with Distinctive Feature Supernatural Aura; -1/2), Beam (-1/4)

In the situations of your planar effect, just write up their power as like... 1D6 Killing, No Normal Defense (Defense: Life Support, Force Fields, 5 or more Defenses points that work only against Fire), Does body, Does not work against creatures with Distinctive Feature: Fire Aligned.
